Deaf Sign Alliance (DSA) is a disability-inclusive organization established in 2016 in Uganda to advance the
rights, dignity, and meaningful participation of Deaf persons in society.
Formerly known as Deaf Children and Youth Alliance (DCYA), the organization officially transitioned to
Deaf Sign Alliance (DSA) in 2025 as part of its broader strategic vision to strengthen Deaf inclusion,
accessibility, and empowerment across Uganda.
DSA was founded in response to persistent communication barriers, exclusion from education and
employment opportunities, and limited access to information and services affecting Deaf individuals.
Since its establishment, DSA has steadily grown into a trusted platform bringing together Deaf leaders,
professionals, advocates, institutions, and communities to create practical and sustainable solutions that
improve the lives of Deaf persons.
Today, DSA works to ensure that Deaf individuals are not left behind but are empowered to participate fully
and equally in education, livelihoods, leadership, technology, advocacy, and community life.
An inclusive society where Deaf persons fully participate and thrive with equal access to communication,
opportunities, and essential services.
To support and empower Deaf persons to live dignified lives through education, livelihoods, human rights
advocacy, sign language promotion, partnerships, and inclusive community development.
DSA works with Deaf children, youth, women, families of Deaf persons, schools and educational institutions,
service providers, community structures, faith-based institutions, and organizations serving persons with
disabilities. Special attention is given to vulnerable and underserved Deaf individuals who continue to face
exclusion due to communication barriers and limited access to opportunities.
Despite growing awareness around disability inclusion, Deaf persons in Uganda continue to face major
barriers that affect their full participation in society.
These include limited access to sign language and communication support, low access to quality and inclusive
education, limited employment and livelihood opportunities, social stigma and marginalization, limited access
to healthcare and public services, weak institutional capacity for Deaf inclusion, and limited participation in
leadership and decision-making
Many Deaf children grow up without early exposure to sign language, making it difficult for them to learn,
communicate, and engage confidently in society. DSA believes these challenges are not caused by inability,
but by lack of accessible systems, awareness, and inclusive opportunities.
